Keystone is looking for a Management and Program Analyst/Site Lead to join our team in the Washington, DC metro area to support the Federal Bureau of Investigation (FBI) Strategic Intelligence Issues Group (SIIG).

The Management and Program Analyst/Site Lead Must have an active Top-Secret Clearance.

The Management and Program Analyst/Site Lead will lead our team on large or complex projects. Analyze new and complex project related problems and create innovative solutions involving finance, scheduling, technology, methodology, tools, and other solution components and provide effective communication and coordination between our team and government leadership.

Job Duties:
  • Timely and compliant delivery of contract deliverables, including all required Monthly Reports.
  • Assist the government in identifying execution risks, and to coordinate with the government to implement appropriate actions.
  • Ensures the government that all contractor staff has requisite experience and training as indicated in the Statement of Work.
  • Analyze data gathered and develop solutions and/or alternative methods of proceeding.
  • Document findings of study and prepare recommendations for implementation of new systems, procedures, or organizational changes.
  • Apply analytic methodologies and principles to address the needs of various Units and Sections.
  • Apply analytic techniques in the evaluation of project objectives and contributes to the implementation of strategic direction.
  • Maintain Standard Operating Procedures (SOPs) for the Bureau Intelligence Council (BIC).
  • Manage client’s analytic production calendar and coordination.
  • Develop & maintain SharePoint sites across all enclaves for the BIC.
  • Coordinate training and education events both sponsored by the client and for the client (this includes the advertisements, communications logistics for the actual event, security access requirements, tracking participation for metrics, etc.).
  • Support the Senior National Intelligence Officers (SNIOs) and Deputy SNIOs; posting to SharePoint Sites, creates Power Point presentations, templates, graphics, assists with tools to track progress against priority initiatives, routine administrative support (logistics for visitors, space, and equipment provision, etc.).
  • Collect, compile, edit substantive calls for account updates from personnel for use in regular communications by the client and at the Branch level. Back-up for the DAD's special assistant (manage travel, calendar, metric tracking for internal and external program initiatives).
Qualifications:
  • Bachelor’s degree from an accredited university or college. (Educational requirement may be waived if the candidate has eight (8) or more years of experience).
  • Five (5) or more years of experience as a Team Lead or Site Lead. 
  • Five (5) or more years of analytical techniques and methodologies experience.
  • Must have an active Top-Secret Security Clearance.
  • Experience analyzing problems to identify significant factors, gather pertinent data and recognize solutions.
  • Experience providing expert business process analysis, requirements analysis, business process engineering, communications, and/or training support.
  • Experience analyzing data, written/verbal information, and processes to assess risks and formulates recommendations which align to organizational goals.
  • Demonstrated experience with coordinating and conducting in-depth studies involving program development and assessment, and/or strategic planning.
  • Experience translating and communicating complex subject matter between technical and non-technical audiences.
  • Demonstrated critical thinking and problem-solving skills.
  • Highly motivated team player that works well independently and/or in a team environment through collaboration, strong analytic and communication skills, and time management effectiveness.
  • Knowledge in researching, analyzing, interpreting, and presenting existing or newly developed reports (data, dashboards, graphs, charts), guidelines, directives, policies, etc. to obtain accurate and relevant information.
