Keystone Advisors is looking for a Senior Financial Analyst to join our team in support of the Department of the Navy (U.S. Navy) COMNAVSURFPAC Financial Analysis and Audit Remediation Support Team Naval Base Coronado, San Diego, CA.

The Senior Financial Analyst III serves as the Lead Financial Program Analyst and Program Manager for the COMNAVSURFPAC Financial Analysis and Audit Remediation Support contract. This individual holds full authority to act for the Contractor on all contract matters related to the daily operation, and is responsible for the performance of all work under this effort. The role encompasses planning, directing, coordinating, and analyzing financial activities to ensure efficient and skilled use of resources in support of CNSP Comptroller Finance staff.

  • Expertise in Navy Enterprise Resource Planning (N-ERP), Defense Travel System (DTS), Wide Area Workflow (WAWF), Advana, Jupiter, Microsoft Access databases, Excel, and Power BI; In-depth variance analysis to identify and explain budget deviations.
  • Contract compliance review to minimize financial risks; Trial balance reconciliation; Generating reports from multiple financial systems; Identifying variances between feeder systems and N-ERP; Reporting on abnormal balance resolution efforts.
  • Supporting command feeder systems and key Navy ERP modules.
Management Competencies
  • Full authority over daily contract operations; Ability to plan, direct, and coordinate financial programs.
  • Budget development, cost tracking, and financial reporting; Development of comprehensive training strategies to sustain an effective N-ERP training program.
  • Recommending alternative methods of funding to meet financial program objectives
Communication & Collaboration Skills
  • Continuous support to program managers; Scheduling meetings, preparing agendas, and briefing materials; Managing action items and meeting minutes; Effective written and oral communication with government stakeholders.
Administrative & Operational Excellence
  • Creating and updating SOPs, desk guides, and learning aids for stakeholders and end users; Ensuring thorough financial documentation and audit readiness.
  • Supporting program management and compliance efforts.
 

Required Qualifications

Education:                     
                                                Bachelor's degree in Accounting, Finance, or Business;
                                                OR minimum five (5) years of recent financial/audit experience in lieu
                                                of degree.
Experience:      
                                                Minimum five (5) years of recent Navy Business Operations
                                                Financial Analyst experience ("recent" = acquired within the last
                                                two years); Recent experience leading BPI initiatives using Lean,
                                                Six Sigma, and GRGB methodology; Recent experience using 
                                                Power BI, Access Database, and Excel for financial data analysis
Preferred Qualifications:
                                                DoN Lean Six Sigma Green Belt certification; Familiarity with N- ERP
                                                and other CNSP financial systems; Prior experience supporting TY-COM 
                                                financial operations
